And if you want a new operating system on that computer, it's going to be done by booting from live media. (Well, I suppose you could botch flashing a BIOS/UEFI update.) If there is currently an operating system on that computer, it got there by being booted from live media, either a DVD or a USB stick. As far as I know there is no way that you or anybody else could disable this capability. Booting from CD/DVD/USB is a function of the BIOS/UEFI. This is not affected in any way by what operating system (or anything else) is or is not installed on the system. And all computers made in the last - 10 years? - have the ability to boot from a USB stick. All computers made in the last, what - 15 years? - have the ability to boot from a DVD.
